Francis Tsiboe is a Senior Research Economist and Program Leader at the Agricultural Risk Policy Center, North Dakota State University. His research focuses on applied microeconomics, with an emphasis on risk management strategies and agricultural policy in the United States. Dr. Tsiboe is widely recognized for his expertise in evaluating the economic impacts of federal farm programs and insurance policies on the agricultural sector.


He has authored more than 40 peer-reviewed journal articles and over 10 official U.S. Government publications and has delivered numerous conference presentations and posters. His research has been cited more than 1,160 times, with a Google Scholar h-index of 14 and i10-index of 20. His work appears in leading journals such as the American Journal of Agricultural Economics, Journal of Risk and Insurance, Food Policy, and Applied Economic Perspectives and Policy.


Dr. Tsiboe’s contributions have been honored with several prestigious awards, including the 2022 AAEA Best Paper in Applied Risk Analysis and the Outstanding Published Research Award from the Western Agricultural Economics Association (WAEA), reflecting the impact of his work on agricultural risk analysis.


He has briefed key policy stakeholders, including the USDA Under Secretary for Farm Production and Conservation, the FPAC Business Center, the Office of Management and Budget (OMB), and the Office of the Chief Economist (OCE), supporting interagency coordination and evidence-based decision-making. In 2025, he presented his latest work on the size, scope, and market penetration of the Federal Crop Insurance Program (FCIP) at USDA’s Agricultural Outlook Forum, the Department’s largest annual stakeholder event.
